In Tennessee, criminal history background checks are a service under the responsibility of the Information Systems Division at the Tennessee Bureau of Investigation (TBI) which also functions as the state’s central repository for such information. Tennessee Arrest Records are maintained in its database. There are 2 types of criminal background checks provided by the TBI: TORIS (Tennessee Open Records Information Services) and TAPS (Tennessee Applicant Processing Services). TORIS is a name-based check service while TAPS supports fingerprint-based checks. The TBI also manages three other vital divisions; Drug Investigation Division, Criminal Investigation Division and Forensic Services Division.

TORIS name-based searches are available to the general public for $29 per name. Finger-print background checks are only required in specific cases such as employment, volunteer work or by the court system. An official request form must be filled out and mailed, faxed or sent electronically to the TBI.
